Government and the provision of public goods : from equilibrium models to mechanism design

چکیده

This paper investigates to what extent the seminal contribution of Samuelson (1954) hasbeen or not incorporated by the theories of general equilibrium and mechanism designin their analysis of optimal public good provision and more generally of optimal publicpolicy. Our conclusion is that, far from taking up the challenges raised by Samuelson’scontribution, both paradigms lead to the negative conclusion of the impossibility of a fullydecentralized optimal public goods provision through market or market-like institutions, without giving a key for (re)defining the role of state in market economies. Do Government Subsidies Increase the Private Supply of Public Goods?

We study three different models in which public goods are supplied by private contributions. In one of these models, tax-financed government subsidies to private contributions will definitely increase the equilibrium supply of public goods. In the other two models, government subsidies are neutralized by offsetting changes in private contributions. We explain why it is that these models lead to...

Efficient Provision of Public Goods with Endogenous Redistribution * Efficient Provision of Public Goods

We study a continuous and balanced mechanism that is capable of implementing in Nash equilibrium all the Pareto-efficient individually rational allocations for an economy with public goods. The Government chooses a set of weights directly related to the Lindahl prices corresponding to the Pareto-efficient allocation it wants to implement. The mechanism then guarantees that initial endowments ar...

Governance, Government, and the Search for New Provider Models

A central problem in designing effective models of provider governance in health systems has been to ensure an appropriate balance between the concerns of public sector and/or government decision-makers, on the one hand, and of non-governmental health services actors in civil society and private life, on the other. In tax-funded European health systems up to the 1980s, the state and other publi...

New Provider Models for Sweden and Spain: Public, Private or Non-profit?; Comment on “Governance, Government, and the Search for New Provider Models”

Sweden and Spain experiment with different provider models to reform healthcare provision. Both models have in common that they extend the role of the for-profit sector in healthcare. As the analysis of Saltman and Duran demonstrates, privatisation is an ambiguous and contested strategy that is used for quite different purposes. In our comment, we emphasize that their analysis leaves questions ...
